About the role:

  • To ensure WMP complies with its duties in regard to emergency planning as required under the Civil Contingencies Act (CCA) 2004 and associated guidance.
  • To support the Head of Resilience in delivering a force wide resilience strategy to threats and hazards.
  • To support the Head of Resilience in delivering a force wide resilience strategy to emergency planning.
  • Working with the Training, Testing and Exercising Resilience Manager to deliver the T&E programme with organisation learning and being at the heart of specialist policing response. 

Key Responsibilities:

  • To innovate and modernise WMP resilience department through key initiatives.
  • The creation of force wide emergency plans, policies, guidance documents, memorandums of understanding and service level agreements.
  • To ensure the necessary data is recorded and maintained to demonstrate compliance with the requirements of the CCA, other relevant legislation and WMP policies and procedures.
  • To scope national best practise and key learning both internally and externally, to inform decision making to the Head of Resilience Unit.
  • Act as a point of contact for the force for emergency planning both internally and externally.
  • Raise profile of emergency planning portfolio internally and externally. 
  • Represent WMP at local, regional and national events. This will include representation on the General Working Group and other groups as appropriate under the Local Resilience Forum.
  • Prepare and deliver presentations.
  • Coordinate and support all staff to plan and deliver tests and exercises.
  • Appropriately oversee organisation learning from exercises internally and with partners. 
  • Manage and coordinate the learning outcomes of Testing and Exercising Programme in response to organisation learning from Organisation Risk and Learning Governance Board. 
  • Provide advice as a subject matter expert required to assist the internal decision making process at all levels of command.
  • Horizon scan and analyse information to ensure arrangements are in place for potential incidents.
  • Participate in the assessment of risks, providing advice as necessary in respect of actions that could be taken to remove/ minimise risk in the event of an incident.

You will be expected to be flexible in travelling around West Midlands Police area and occasionally regional/national working locations. Support will be given by the department with agile working arrangements. 

Required to undertake internal/external training and development as necessary and maintain CPD

  • Understanding of IT systems, particularly Word, Excel and Outlook
  • Driving Licence due to the requirement to attend meetings, conferences etc across the region
  • Understanding of CT and LRF structures and T&E responsibilities under the CCA 2004. 
  • Willing to undergo SC Clearance 
  • On call / cadre of specialist skills for exceptional circumstances
