Independent Chair – Sandwell Children’s Safeguarding Partnership  

Salary:  £650.00 per day - inclusive of expenses

A commitment to a minimum of 20 days per financial year and up to 55 days per year (the flexibility is dependent on demand) 

2 year fixed term (with the option to extend for 1 further year), reviewed on an annual basis (contract award: subject to enhanced DBS disclosure and suitable references).

The Independent Chair will play a key role in implementing Sandwell’s new multi-agency safeguarding arrangements in response to legislative changes affecting Local Safeguarding Children Boards, as set out in the Child and Social Work Act 2017 and related Working Together 2018 guidance.

We are seeking a strong leader, with considerable knowledge and experience of chairing complex meetings at a senior level, and who has a good operational and strategic understanding of safeguarding children, to take on this position and provide leadership through a period of significant transformation. 

Sandwell is seeking an individual who is passionate about improving outcomes for our children. You will need to be able to develop, support, engage and challenge the partnership members on their safeguarding activities whilst remaining independent. 

We are looking for an exceptional person to provide critical challenge to members of the new multi-agency safeguarding arrangement to help us drive forward safeguarding children’s developments in a way that balances our duties to safeguard children and young people and ensure that the Safeguarding Children Strategic Partnership is able to identify and respond to emerging need and risks strategically, and listen to the lessons learned to inform and continue to improve safeguarding practice in Sandwell.

The Independent Chair will work to review, monitor and track partnership improvements through its sub-groups and produce an annual report on the ‘independent scrutiny’ of the effectiveness of SCSP multi-agency safeguarding arrangements. 

To be considered for this post you will need to evidence that you:

    1. have the skills and experience to be able to hold senior managers and elected members to account
    2. have a proven background in partnership working; you will have the presence and ability to develop trust and the respect of the Partnership members and the ability to chair complex multi-agency meetings
    3. be an excellent communicator; you will have substantial senior management experience and excellent leadership skills
    4. have at least 5 years post qualifying experience in safeguarding children and/or vulnerable adults at senior officer or directorate level, and have a detailed understanding of relevant regulations
    5. provide strong leadership, strategic vision
    6. demonstrate excellent negotiation and influencing skills, enabling the Partnership to collaborate effectively to improve outcomes
    7. act independently of organisations that are represented on the Safeguarding Children Strategic Partnership. Not be related to an elected member (or equivalent of any of the partners), nor to be an officer who is employed by a partner agency in a role that is relevant to its safeguarding functions
    8. can analyse complex information and provide independent, robust scrutiny and challenge of Sandwell’s MASA
    9. with a successful track record at a senior level, you will have a sound knowledge and understanding of local and national safeguarding agendas
    10. You will be required to represent the Sandwell Children’s Safeguarding Partnership locally, regionally and nationally.
