Birmingham City Council is embarking on a sustained period of change to deliver value to its citizens, employees and partners through the better use of technology. The Council has a requirement for an experienced Business Change Manager who has a proven track record of delivering complex business change to large numbers of users – preferably within an ICT context. You will need to have a demonstrable track record of working within the public sector environment to drive the adoption of technologies to deliver real and sustainable business benefits. You will have extensive experience in supporting and leading non-technical staff on a change journey to maximise the value of technology investments, and will champion users’ needs to deliver optimal-fit solutions that represent value for money. This is an exciting opportunity to make a significant difference to a Local Authority ICT service that will enable sustained benefits to its citizens and employees. As Business Change Manager, you will manage projects and change initiatives to achieve objectives within agreed timescales. You will manage a team of officers deployed to a range of assignments to support delivery of all aspects of the programme which includes leading the development and implementation of future operating models, new corporate planning processes, engagement and communication plans.

The role focus will be on managing the implementation of change management plans that achieve the defined outcomes, are right for Birmingham City Council and its residents, minimise resistance and maximize engagement. As Business Change Manager, you will work to drive faster adoption, greater ultimate utilisation and higher proficiency on the changes in the organisation so that business results are achieved.

i. Manage the development of a structured change management approach and methodology for the change caused by projects and change efforts.

ii. Develop change management strategies based on awareness of the particular challenges and culture of the Council and all the groups being impacted by the change.

iii. Manage the development and delivery of a set of actionable and targeted change management plans that achieve the defined vision and outcomes for the specific programme or project

Identify potential risks including anticipated points of resistance, and develop specific plans to mitigate or address the concerns

iv. Manage the evaluation of readiness assessment results for presentation to senior managers and Elected Members

v. Manage the development and execution of plans through communication and engagement with Elected Members, managers and employees

vi. Be an active and visible coach to leaders, managers and change champions.

vii. Manage the creation and utilisation of measurement systems to track adoption, utilisation and proficiency of individual changes.

viii. Manage the identification of resistance and performance gaps and manage the development and implementation of corrective actions

ix. Manage the creation of enablement reinforcement mechanisms and celebrations of success.

Work with project teams to integrate change management activities into the overall project plan

x. To actively promote the Council’s Equal Opportunity Policy and Diversity Strategy and to observe the standard of conduct which prevents discrimination taking place.

xi. Promote the City Council’s sustainability Strategy by implementing working practices and procedures that ensure a sustainable approach to the use of resources and that resources are disposed of in a sustainable way.

xii. To follow safe working practices and assist in the maintenance of good housekeeping standards in order to achieve a safe and healthy working environment.

xiii. To carry out any other duties and responsibilities commensurate with the grade of the assigned role as required.
