Authorised Officer, Integrated Community Equipment Service

Salary:  Grade 11: £40,858 - £44,697 per annum (pro rata)

18.5 Hours per week – Fixed Term (or secondment opportunity) until 31/5/2020

An Authorised Officer (18.5 hours per week) is required to jointly manage a contract for the provision of an Integrated Community Equipment Service (ICES). 

The ICES service, which is outsourced and delivered by a contracted provider, includes the procurement, warehousing, delivery, repair, collection, recycling and maintenance of community equipment across Staffordshire and Stoke-on-Trent.  Each year the service delivers approximately 168,000 and collects 106,000 items of community equipment, which helps people live independently at home for longer. 

The ICES contract is managed by the Commercial Team on behalf of partners; Staffordshire County Council, Stoke-on-Trent City Council and six Clinical Commissioning Groups.  The post will be based at the County Council’s offices at Staffordshire Place, Stafford, and will involve travel to locations across Staffordshire.

This is a fast-paced and at times challenging job role, which requires a confident person to negotiate the sometime competing pressures of meeting the assessed needs of older and disabled people, the wants of 4,000+ prescribers in health and social care teams and the commercial interests of commissioners in securing good value for money.

The successful candidate will have experience of working in a contract management or commissioning environment, in a community equipment or related health or social care setting.  He/she will evidence an ability to engage with a wide range of partners and stakeholders to influence their decision making, to handle contract negotiations and to challenge performance and contract compliance issues.  Good ability to use IT application will be needed, along with an ability to analyse complex information and communicate it effectively to others.

The current post holder has applied to reduce her working hours under the Council’s flexible retirement scheme, and the post now being advertised is to fill the vacant 18.5 hours of this post.  This will allow an opportunity to work alongside the existing post holder and share her knowledge of the contract. 

The post is being recruited on a Fixed Term basis until 31 March 2020.  This is firstly to accommodate the flexible retirement of the current post holder, and secondly because the ICES contract is in the process of being recommissioned and the outcome is yet to be determined.  Applications will be considered on the basis of either a fixed-term contract or from internal employees on the basis of a secondment opportunity.  Where an application is made by an internal employee on the basis of a secondment, the employee should first check with their manager that the service is prepared to release the employee for the duration of the secondment.
