Car Allowance: Casual

Office Location:  Civic Centre, Darwall Street, Walsall or as otherwise directed.

We are looking to recruit an enthusiastic, motivated and experienced individual with a strong knowledge of Licensing.

The successful candidate will be responsible for (amongst other things) Taxi Licensing, Licensing Act, Gambling, Street Trading, Scrap Metal, Sex Establishments, Marriage venues, Pavement Cafes and promotional sites.

The Service is currently reviewing and updating its policies, procedures and fees and the post holder will play a key role in driving these changes forward.

As part of the Regulatory Services management team, you will be responsible for day-to-day supervision of the Licensing Service and associated information systems ensuring that an excellent service is provided to all customers. 

You will work with the Team Leaders of Environmental Health and Trading Standards and report to the Regulatory Services Manager – Business Compliance. There is also a well-embedded link to the work of the Director of Public Health around Health in all Policies and the impact Licensing can have on the wider determinants of health.

This post is covered by the Government’s Code of Practice on the English Language Fluency Duty for public sector workers.  The post holder will be required to communicate verbally with customers and provide advice and/or information in accurate spoken English

Candidates should be able to demonstrate a strong background of performance management, people management and efficient and innovative service development. 

Applicants should have

  • Substantial post qualification experience across the range of licensing activities
  • been awarded or be prepared to work towards the Professional Licensing Practitioners Qualification
  • and have a Supervisory/Management Qualification or relevant experience in a supervisory/management role.

For this role the successful candidates must undergo a Baseline Personnel Security Standard (BPSS) check.  BPSS is the minimum standard to ensure the identity and integrity of an employee who has access to official information using secure networks linking central government and local authorities.  A BPSS check involves four main elements; Identity Check, National and Immigration Status, Employment History (last 3 years) and Verification of Criminal Record (unspent convictions only).
