Finance Manager (Treasury Management)
This is a key role to head up Birmingham’s highly rated treasury management team. Birmingham is a dynamic and fast moving Council, where you will face new challenges every day, and contribute to the Council’s wider improvement journey.
Your role will be to lead the City Council’s treasury management operations, managing a loan debt of over £3 billion, investments of £100 million, and daily cash flows of up to £100m. You will contribute to the development and implementation of the Council’s treasury policy and strategy, and carry out budget preparation, monitoring and financial accounting responsibilities for the treasury function. You will ensure sound treasury systems and procedures are in operation. You will support the management of the Council’s banking arrangements and will contribute to capital management and control.
Under the general direction of the Head of Capital and Treasury Management, you will lead a team of 7 and work as part of an integrated Corporate Finance service co-ordinating the Council’s finances and a range of key financial activities.
You will have a role in wider corporate financial management, and will contribute to the Council’s financial management improvement journey.
You will be an experienced CCAB qualified accountant, with excellent analytical and advanced accounting skills. You will be able to understand complex market products, interpret market data and you will have a well-developed awareness of financial risk and risk management. You will be able to communicate clearly and build strong relationships with a wide range of expert and general stakeholders. You will be a team player with a good understanding of the corporate management of local authority finance.
