Property Services
As the largest local authority in the country with the biggest property portfolio we utilise the Council’s property and land assets to stimulate economic activity, attract investment, create income to support service delivery and to provide frontline services to the citizens of Birmingham.
Property Services provide an extensive range of professional services through 3 key areas as detailed below:
Investment Property Management
Investment Estate Management: tenant relationship management of the investment portfolio
Asset Management Income: producing income projections for rent and lease renewals of commercial lettings
Strategic Property Management: strategic commercial management for the improvement of the portfolio and analysis through performance management and applications of Key Performance Indicators
Property Development: leading major projects and developments for Birmingham City Council assets
Property Valuations & Sales
Valuations & Acquisitions: undertake a range of valuations of capital assets, Right to Buys, Compulsory Purchase Orders & home loss payments
Property Sales: rationalisation of surplus properties, provision of professional advice on developments and disposal of property and land assets.
Operational Property Management
Property Management: strategic advice and support for services, Repair & Maintenance advice, project management of capital works.
Asset Management & Transformation: provide expert advice and guidance on the effective utilisation of operational assets and corporate asset management projects
Community Programme: provision of assets to support local community uses for the delivery of services
Accommodation Planning: strategic management of Central Administrative Buildings (CAB) estate and planning of optimum use for services
Building Management: provision of day to day management of the 7 CAB offices, ensuring business continuity and facilitating the compliance with statutory Health & Safety standards and security.
JOB PURPOSE
To be responsible for professional property work to support the City Council’s asset base.
To be responsible for property management, valuation, acquisitions, property development and sales and associated professional work to support the City Council’s Land and Property Portfolio.
To act as Deputy for the respective manager as required.
DUTIES AND RESPONSIBILITIES
To undertake a variety of property professional work, including (but not limited to) to valuation, management, disposal, acquisition and development activity.
To provide expert opinion and guidance (including preparation of briefing notes and professional valuation / expertise advice) to Elected Members of the Council, Client Departments and Assistant Director.
Attendance as required, at directorate, inter-directorate and external meetings.
Prepare, produce, co-ordinate and present (where appropriate) reports to Committees and sub-committees of the City Council.
Deputise for the line manager at meetings where necessary.
Be involved in cross-directorate working groups, including special development areas and reviews.
To ensure the effective and efficient delivery of services in accordance with Directorate standards and City Council policies.
Represent the Directorate at committees, public meetings, tribunals, court proceedings etc.
Develop and support initiatives in order to improve efficiency and effectiveness of systems and processes.
To support the line manager in the management and supervision of staff, including the support and development of staff.
Contribute to the preparation of work programmes and ensure they are implemented and monitored.
Manage budgets in the business centre.
To be flexible with regard to duties and work programmes, contributing to the work of other Business Areas and providing an effective response to varying demands in the Directorate.
KEY REQUIREMENTS
There is a requirement to undertake site visits and the job holder will need to organise their own transport. A casual car allowance is available.
Due to the nature of the work you will be required to carry out duties at such times as may be most effective in respect of the task in hand. This will inevitably involve reassessment of the working week, also out of hours working during the evening or weekends as required, within the grading of the job without further pay.
SKILLS AND EXPERIENCE
Degree accredited by Royal Institute of Chartered Surveyors (RICS) or equivalent qualification.
To have and maintain corporate membership of the RICS.
Substantial experience of Professional property work (valuations, acquisitions, disposals, rent reviews, tenancy and lease renewals, lettings, estate management etc.)
Substantial experience of management of people in the public or private sector.

Substantial experience in performance, financial and budgetary monitoring.
Substantial experience in the management of large projects.
Application of diversity and equality of opportunity in management practices and service delivery.
Self-motivated team player able to co-ordinate work programmes and manage people and budgets to achieve the optimum use of resources.
Excellent communication skills including:-
The ability to communicate clearly with key players in the public and private sectors
High level of negotiation skills
Influencing skills and the ability to persuade, conciliate and mediate with partner organisations and other relevant organisations.
Ability to co-ordinate and process complex workloads within policy/strategy frameworks and to strict deadlines.
The ability to lead, manage and motivate staff.
Flexibility and ability to adapt to changing work patterns.
Ability to prepare reports involving complex issues and options in a clear and concise manner.
IT skills to include familiarity with MS Office (or equivalent) and a good understanding of, and the ability to manipulate and interrogate spreadsheets and databases.
Discipline based/specific task training and development relevant to the job
To comply with the Continuing Professional Development (CPD) requirements of the RICS
Full driving licence
