The Wychavon district covers the south and eastern part of Worcestershire and is home to around 125,400 residents and more than 6,400 businesses. We spend over £11 million a year providing a wide range of services from emptying bins and dealing with planning applications to supporting businesses and working with partners on issues including community safety, health and social mobility.

For many years, we have operated a mixed model of service delivery, we deliver some services directly and some through partnerships with others including Civica, who run our revenues and benefits service and FCC who provide our waste and street cleaning services. We share a senior leadership team and a number of services with neighbouring Malvern Hills District Council and some of our employees work across both districts.

We have a long history of operating as an entrepreneurial council and our Grow, Save, Charge business plan has enabled us to retain a strong financial position despite significant government funding reductions over the last decade. We are known for using our resources in an innovative way – investing in projects, working with others and making capital investments that not only generate a financial return but also support the local economy and communities.

The Financial Services team provides a valuable support service to all areas of the council and the work of the team includes budgeting, budget monitoring, accounting and treasury management as well as procurement, payment of all of the council’s invoices and collection of debts excluding council tax and business rates.

We are looking for an experienced, motivated and flexible individual to lead our Financial Services team as Financial Services Manager.

Full time – 37 hours per week
Salary up to £57,423 per annum

Are you a significantly experienced financial manager with demonstrable experience of budgeting and accounting, preferably within a local government context? If so we are looking for you.

The Financial Services Manager role at Wychavon District Council plays an active part in the strategic management of the council as a member of the Service Managers’ Team.

As the Deputy Section 151 Officer for the Council and a CCAB qualified accountant, you will provide strategic leadership to the Financial Services team delivering high quality business partnering, financial accounting and statement of accounts, financial systems, transactional finance services, treasury management, creditors, debtors and procurement.

Alongside membership of one of the CCAB Accountancy bodies we are looking for an individual who has:

The ability to work under pressure;

Strong all round communication and excellent management skills;

Strong credibility;

A high level of technical expertise;

Strong innovation skills and openness to new ways of delivering services.

You must have significant post qualification experience at a senior level with demonstrable experience of financial management with a good knowledge of local government and the issues it faces.

The successful candidate must have the ability to lead, motivate and manage the performance of others and an innovative approach to problem solving and developing practical financial strategies to support service delivery.

This is a fast paced role working with people at all levels across the organisation including councillors, so the ability to make measured decisions under pressure and communicate effectively at all levels is essential.
