About the role:

West Midlands Police are looking for an experienced Programme Manager to deliver a programme of work within the new force change transformation, based from their Headquarters in Birmingham.

West Midlands Police is the second largest police force in the country, covering an area of 348 square miles and serving a population of almost 2.6 million. They are experts at connecting with their communities.

Over the next few years, Strategic Change will play a crucial role in the transformation of West Midlands Police. The transformation of their systems and services is central to their change initiatives, as is the need to challenge and remove non-value adding bureaucratic processes – all of this during one of the most challenging financial periods in Police history. At the same time increasing performance, efficiency and value for money, and the enhancing of the services for the people they serve, remains fundamental.

The Programme Manager will direct a number of specialist Project Managers, Business Analysts and support functions.

The Programme Manager (the role) reports to the Programme Executive and is critical to the successful delivery of the change programme as part of the wider WMP change portfolio.

The role is responsible for establishing and managing programme governance, processes and management systems and managing a number of dedicated Project Managers who in turn, are responsible for the completion of the individual projects and work-streams within the overall programme.

Reporting to the Programme Executive, the role will also advise the Programme Board on exceptional risks and issues, ensuring key information including benefits data is collated, tracked, measured and reported to the appropriate stakeholders at key times.

The role will also advise the SRO, Programme Executive and Board on areas where key decisions are required and will act as the conduit/interface with stakeholders including members of the Command Team

Key Responsibilities:

  • Develop a clear understanding of West Midlands Police strategic objectives and how these correlate and translate into Business Change requirements and the overall change plan
  • Scope, plan and manage the delivery of the assigned change programme
  • Develop, implement and maintain a set of programme products (documents such as PDD and plan, communications and quality assurance strategies and communications plans and supporting management systems) needed to achieve successful implementation
  • Keep the Programme Executive, Board and major stakeholders sighted on key risks, issues and decisions – escalating where appropriate
  • Work with the Programme Executive to ensure the programme secures effective engagement at all levels within WMP including Command Team
  • Manage, coach and mentor the Programme team (Project Managers and Programme Support staff)
  • Develop and maintain an expert working knowledge of the programme and therefore be a point of reference, information and expertise
  • Develop and maintain key management information ensuring the Programme Executive and others are fully briefed on status and risks and issues
  • Responsible for directing and leading initiatives and supporting work streams that supports the delivery of the programme ensuring control systems are established to map progress 
  • Pro-actively manage the quality and performance of the programme and its products thereby ensuring supporting work-streams are delivered 
  • Manage the programme budget and other resources where designated/appropriate to do so

Knowledge & Experience

Essential:

  • Managing large-scale/complex enterprise wide business transformation programmes
  • Managing large-scale/complex programmes and projects
  • Managing multiple work-streams 
  • Proactive change management and deliver of service change
  • Managing multi-skilled teams operating in a matrix management environment
  • Managing senior stakeholders including SROs, Executive Teams
  • Programme and Change Management methodologies, techniques and tools
  • Educated to degree level or have substantial experience (min 7  years) in a relevant field
  • A recognised PPM qualification (MSP and PRINCE2)

Desirable:

  • Experience of managing programmes and projects within a public sector environment

  • Proven commercial acumen i.e. VFM, ROI
  • Strategically aware with the ability to see the ‘bigger picture’ but able to translate and describe in detailed plan form
  • Proven leadership and people management skills.
  • Ability to build effective collaborative relationships with a wide range of professionals within and around West Midlands Police. 
  • Ability to lead multi-disciplinary and multi-agency groups to achieve the optimum outcome for all parties. 
  • Ability to set plans at a strategic level incorporating aggressive timescales and manage to successful completion 
  • Coaching and mentoring skills.
  • Ability to understand the strategic aims and objectives of the organisation and be able to work at a strategic level with Chief Officers and other senior members of staff
  • Strong numerical and verbal critical reasoning ability in order to think strategically, logically and clearly, and to take rational decisions and decisive action under pressure
  • Ability to analyse both qualitative and quantitative information 
  • Ability to identify the wider implications of any change and the inter-dependencies between different initiatives
  • Possesses a high degree of accuracy and attention to detail
  • Experienced and competent in the use of MS Office applications (specifically Sharepoint, Project, Word, Excel and PowerPoint).

Special Conditions:

  • The post holder will be contracted to work 36.5 hours per week but will need to be flexible to meet the demands of the post and may have to work outside normal core hours. 
  • The post holder will need to have the ability to travel to different locations across the region, as required
