Brokerage Officer - Temporary

Salary:  £19,819.00 - £22,401.00 per annum (pro rata)

37 Hours per week – Fixed Term until 1st February 2020

Staffordshire County Council has created a team to broker adult social care services for people with adult social care needs and are pleased to offer a 6-month fixed term contract to the right candidate (end date 01/02/1920). This team plays a crucial role in sourcing support and services to meet previously assessed adult social care needs while achieving best value for the taxpayer.

The team uses digital systems where possible to source care and support, but for some services also contacts providers directly to negotiate on price and quality.

The brokerage provided by the team covers all types of social care – such as residential and nursing care, home care, extra care, day care – and for all adult social care service user groups.

The team links closely with the Council’s commissioners, commercial unit and quality assurance team, so that any gaps in market capacity can be quickly identified and resolved. It also links closely with providers, giving them as much information on future and present demand as possible.

The Brokerage Officers are responsible for the provision of a comprehensive information and brokerage service as part of a wider Adult Social Care pathway. The Brokerage function forms part of the customer journey which supports individuals to maintain independence and control over their lives. The Brokerage function starts when an assessment of need or a review has been completed and an initial support plan agreed with a service user. Brokerage Officers will have excellent knowledge of available resources and support in the wider market and using this knowledge will consider if there are further opportunities to meet their needs using informal networks and support; and, where this is not possible, identify support that meets eligible needs cost effectively.

The Brokerage team arranges and contracts with that support where the Council is providing a managed budget on behalf of the service user. The Brokerage Officer is the link between the Council, the provider and service users in finding the best solution; and where this cannot be achieved, for whatever reason, escalating the case to a Senior Brokerage Officer as appropriate.
