We share a Chief Executive/Managing Director and a joint management team with Malvern Hills District Council.  Whilst they retain their own political structures and distinct identities, the joint management structure allows us to maximise the opportunity to deliver a wide range of good value services to our customers and communities, and operate and develop shared services and partnership arrangements with each other and with other councils.

Our Housing Services team provides a range of housing related services across both Wychavon and Malvern Hills District Councils and works hard to achieve positive outcomes and to make a real difference to people’s lives.

Our service includes the strategic housing role, housing development, Disabled Facilities Grants and other discretionary housing assistance, property standards and enforcement, bringing empty homes back into use, improving thermal comfort of domestic homes, housing advice, administration of a common housing register, homeless prevention, relief and investigation, operation of a social housing lettings agency and dedicated resources focussed on financial inclusion and the needs of families, young people and rough sleepers.

This is a great opportunity for a motivated, enthusiastic and experienced individual (or housing professional) to join our joint Housing Services Team as a Principal Housing Officer (Housing Options). This is a key management post within our service and you will lead a growing team currently existing of 16 officers.

Based at the Civic Centre in Pershore, you will work closely with the other Principal Housing Officer/s in the team and the Joint Housing Services Manager to ensure the Councils duties, responsibilities and policies within the Joint Housing Service are implemented and the service is developed to meet changing and future needs.

Whilst the post holder will support the whole housing service, on a day to day basis the post holder will be responsible for housing advice, administration of a common housing register, the prevention and relief of homelessness and  investigation of statutory duties, management of temporary accommodation and facilitation of rehousing options, outreach work including financial inclusion, young people, families and single people / rough sleepers, sundry debt management associated with this area of work, service improvement and strategic planning with new innovation / initiatives to complement the work area. This post will need to lead and manage a team, be able to interpret and advise on legislation, lead on projects and develop effective partnership working e.g. with housing providers, health and social care partners. Therefore knowledge and experience in these areas of work will be important when applying for this position.

This role requires a significant understanding of the housing agenda e.g. Homelessness Reduction Act 2017and the wider policy / legislative frameworks in place and how they impact relevant service areas.

You will be required to provide a lead role, managing and empowering staff to fulfil their potential and to meet the demands of the service in a customer centred way and to a high standard, in compliance with the councils duties and responsibilities.

You will need the ability to foster strong relationships with a diverse range of partners to support/strengthen the service offer to our customers and to enable an innovative approach to service development.

It is expected that the successful applicant will have a good knowledge including a technical understanding of the Homeless Reduction Act 2017, experience in managing staff, the ability to manage change / innovation and be an effective communicator.

 

You will also need to have a good educational background and a flexible approach within the Joint Housing Service and to be available for occasional out of hours working.

    At least 3 years experience working in a housing environment or similar field Knowledge and understanding of regional and local housing priorities Knowledge and understanding of legislation affecting this area of work e.g. Homeless Reduction Act 2017 Experience of maintaining a strong customer focussed environment Experience of leading multi-agency working and delivery of agreed objectives, meeting targets and working to tight deadlines Experience of presenting information to a wide range of audiences To ensure responsive service to meet customer needs and a strong customer focus Able to apply good communication skills with individuals and a wide range of stakeholders when representing the organisation Experience in applying project management skills in the workplace Able to lead a team and can demonstrate previous experience in managing and motivating staff Ability and experience of supporting a team through change Computer skills: Microsoft Window packages and an ability to use a wide range of IT applications. The successful candidate must be a car driver with access to a vehicle for work purposes. Travel within and across the two districts is essential.
