About the role:   Exciting opportunity within Roads Policing for an Analytical Researcher to work on a new Road Crash Investigation Project   CMPG ensures those who seek to use the road network to engage in criminality or anti-social behaviour are deterred and disrupted from doing so. The CMPG Intelligence & Tasking Department is made up of an Intelligence and Tasking team based at CMPG Headquarters, Perry Barr and Real Time Intelligence Officers working 24/7 based at The Regional Control Centre, Quinton.    The Road Crash Investigation Project is a government funded project led by the RAC Foundation involving Humberside, West Midlands and Dorset, Devon & Cornwall police which aims to establish whether such analysis could inform fresh, better-targeted initiatives to improve road safety. The role will also involve providing local level intelligence on roads policing matters.   The role will assist in developing and improving local and national level data sources relating to road collisions by liaising with local level stakeholders to identify and gather evidence relevant to the causal factors behind severe road crashes.  The role will involve piloting a new analytical framework as part of the project.

Key Responsibilities:   Gathering evidence to support the RCIP 

  • Review data held by West Midlands Police on selected, closed road crash investigations, adopting the analytical protocol developed for the project by Professor Neville Stanton.
  • Identify and produce reports on causation factors, including identification of common factors and patterns, looking beyond the headline reporting of the Stats 19 road casualty reporting process.
  • Produce comprehensive written reports, as defined and set out by a centrally developed, potentially automated protocol, including accurate and timely statistical information and relevant findings.

  Liaise with local level stakeholders to identify data relevant to the RCIP 

  • Liaise formally and informally with local investigating officers, in particular to identify relevant information not currently captured by the Stats 19 process.
  • Liaise with Family Liaison Officers in order to identify the full social costs of road crashes, to inform the business case for improved analysis and intervention.

  Assist with developing and improving local and national level data sources relating to road collisions

  • Liaise with the other embedded individuals in Humberside, Dorset and Devon & Cornwall and the central analytical resource in the RAC Foundation to compare and contrast local findings, identify national patterns and trends, and refine and develop the analytical approach.
  • Assist with the implementation of the CRASH data recording programme, including identification and reporting of recommendations for refinement/improvement locally and to the DfT.

  Provide local level intelligence on roads policing matters

  • Work with the local roads policing team to identify opportunities for improving efficiency e.g. by improved deployment and targeting of enforcement activity.
  • Perform such other duties as reasonably correspond to the general character of the post and are commensurate with its level of responsibility.
  • To comply with the National Decision Making Model , Management of Police Information (MOPI), Data Quality Principles, Data Protection and Intelligence Service policies and procedures

Skills/experience

  • Experience in research and analytical processes using both qualitative and quantitative approaches;
  • Professionalism, integrity, deliver on promises, personal responsibility and commitment, resilience, energy and drive to get things done
  • Excellent IT Skills including the use of MS Office applications (specifically Word, Excel and PowerPoint)
  • Proven ability to handle, interrogate and analyse data in various formats;
  • Able to exercise judgement relating to issues of data quality, integrity, accuracy sensitivity and timeliness as well as resolving problems relating to these issues where identified;
  • Able to collate, analyse and evaluate information to reach well-reasoned conclusions and recommendations;
  • Able to use initiative and judgement in the interpretation of data/information;
  • Demonstrates attention to detail and a logical and methodical approach.
  • Excellent communication skills, with the ability to work collaboratively as part of a wider analytical team;
  • Able to engage and work effectively with a range of stakeholders;
  • Able to work under pressure and meet specific deadlines;
  • Able to convey confidence and credibility in approach to work.  
  • Able to work well with minimum supervision.  
  • Flexible to meet the demands of the post.

Hours of Work and location:

  • The hours of this role are between 0800 and 1800 as per the police staff flexi time policy. 
  • Work Location: CMPG HQ, Thornbridge Avenue, Perry Barr, Birmingham, B42 2AG
  • Contract Type: 2 year contract
