Corporate Landlord Services are looking to appoint a Strategy and Governance Section Manager for the Strategic Asset Management Team

Hours: 37 per week. Please note this job is full time permanent.

Salary:  Grade 11

To be responsible for managing the Strategy and Governance Team in Corporate Landlord Services.

To lead on and co-ordinate a range of services relating to the DMBC land and property portfolio including data management, energy management, asset strategy, property and land acquisition and disposal programmes and community asset functions.

To assist the CLS Management Team in fulfilling the requirements for delivering a Corporate Estate Strategy to include the rationisation of assets that may be deemed operationally surplus and the retention of those assets deemed more suitable, using One Council approach.

To challenge the use of assets by Directorates and their partners and working with Directors and Elected Members to resolve issues around the disposal or retention of assets.

To assist in the preparation, development, implementation and review of the Council’s strategic, operational and commercial property and accommodation plans reflecting the Councils vision and key themes including One Public Estate initiative. Ensuring engagement and consultation with customers, staff, Elected Members and external agencies.

To be responsible for overseeing the Council’s policy and procedures for Community Asset Transfer applications including ensuring that the policy and processes are adhered to, reviewed and updated in a timely, fair and cohesive fashion. To manage the Council’s Energy management service ensuring the reduction of consumption and cost of energy and reduction in carbon emissions and ensuring the Council’s obligations for carbon reduction are met.

To support the work of the CLS Strategic Asset Manager and Head of Corporate Landlord Services.

Management experience in leading a team preferably in a property related function in a large complex multidisciplinary organisation.

Comprehensive knowledge and understanding of asset management, construction and property management issues.

Substantial experience of planning and implementing successful asset management initiatives.

Managing a diverse workforce to include professional, technical and manual staff including experience of managing all aspects of employee performance.

Sound knowledge and understanding of financial and budget monitoring.

Extensive experience of managing land and property projects.

Knowledge and experience of building procurement contracts, processes and requirements e.g. JCT, PFI etc.

Awareness of energy management and initiatives

Corporate experience of working in a professional property environment.

Degree level or equivalent in a property related field.

Post qualification experience in a relevant property related profession including working towards professional membership of a professional body including requirement for CPD.
