Fixed term contract until 31 March 2021

Birmingham City Council is focused around ensuring Birmingham is a great city for Children, Housing, Jobs and Skills and Health.  Our aim for adults and older people living in the City is that they should be resilient, living independently whenever possible and exercise choice and control to enable them to live good quality lives and enjoy good health and well-being.

The improvement of outcomes of citizens sits at the heart of our work and commissioning staff are required to secure the views of citizens and use a range of intelligence sources to underpin decision making and inform their work.

The Commissioning Team within Adult’s Social Care and Health has a key role to play in helping the Council to achieve this.

The PURE Project is a European Funded Project.  It brings together a range of coordinated interventions which will assist the needs of 4000 vulnerable Birmingham citizens.  The project will deliver to vulnerable people aged 29+ with multiple and complex barriers, who as a consequence of their homelessness or other issues are distant from the labour market.

PURE - Commissioning Officers will be required to take responsibility for assigned projects or service areas. It will deliver the commissioning intention or elements of them to plan - as delegated by the Commissioning Management team. The post holder will undertake activities that provide evidence regarding the delivery of improved outcomes by undertaking commissioning activities that are of an appropriate standard and comply with regulation. They will maintain service specific expertise as required in order to ensure that specifications represent evidence-based best practice and services are delivered to a high standard. In addition, the post holder will maintain stakeholder relationships that support the delivery of the contracted activity(s) and maximise its value to the Council. The post holder will contribute to project teams at an appropriate level.

Work may include the development of commissioning intentions on specific projects, the production and management of financial analysis and the formation of service improvement plans and specifications.

All of this will be done involving our citizens every step of the way, to ensure their experience and expertise are included in all the work that we do, and to ensure the vision for adult social care and health is delivered with them.
