About the role:

There is currently a vacancy within the Regional Prison Intelligence Unit within the Regional Organised Crime Unit for the role of a Prison Intelligence Officer.

The successful applicant will join the team of intelligence officers, analysts and researchers currently working in the 12 West Midlands Prison establishments. This vacancy exists in the West Mercia (near the Staffordshire border) prison establishment, covering HMP Stoke Heath.  Flexibility is crucial, as there may be a requirement to work in any of the 12 West Midlands prison establishments. Travelling issues will be discussed with each applicant where necessary.

This is an exciting, developing area of business, with a particular emphasis on the management of serious organised crime groups and public protection. The post holder will need to be able to build good working relationship relationships with our colleagues in the Prison Service and interact at senior management level within that establishment.

You will be given strong support throughout your posting to gain the skills you need to be successful.

Successful applicants will be vetted to an SC enhanced level and this will be a condition of acceptance to this post. You will be working remotely within the prison environment and as such must be able to work with limited supervision.

 Core responsibilities of the West Midlands Prison Intelligence Officers. 

• Gather, evaluate and disseminate criminal intelligence within and outside the prison environment using police and prison service computer systems.
• Research and develop intelligence on serious organised crime and high risk prisoner groups (organised crime groups, gangs and serious sex offenders). 
• Effectively manage the nationally agreed prison intelligence/evidence processes (OPT authorities).
• Advise LEAs and Governors on issues relating to the evidential use of prison intelligence product and the disclosure of such product under Criminal Procedure and Investigations Act 1996 (CPIA).
• Establish and maintain relationships with partners in all sections of the prison to maximise opportunities for intelligence gathering and to develop and maintain close partnership-working arrangements between the various agencies.
• Develop initiatives with the prison security team to prevent and detect crime within and outside the prison, including trafficking of prohibited items.
• Identify appropriate prisoners, for debriefs, intelligence interviews, exit interviews and where appropriate, complete CHIS referrals.
• Work with LEAs and HMPPS to exploit opportunities for criminal asset recovery.
• Actively manage the LEA production process in line with the current PSI and maximise inward intelligence from that production.
• Manage covert tactics against subjects identified by law enforcement agencies, including reviewing and processing RIPA and OPT surveillance authorities, in line with legislation and prison guidelines.
• Facilitate technical and feasibility studies for LEA covert operations within prison.
• Facilitate effective communication between HMPPS and LEA’s regarding deaths in custody and offer on advice on scene preservation and contamination. 
• Facilitate effective communication between HMPPS and LEA concerning movement of prisoners outside of the prison.
• Support LEAs and prison staff with risk management of vulnerable or at risk prisoners.
• Support the prison corruption prevention group with the development of intelligence opportunities to tackle prison staff corruption.
• Conduct category A prison accreditations.
• Collate and conduct category A visits under the ‘Approved Visitor Scheme’, (AVS).
• Complete pre-release intelligence packages on all high priority individuals, PRAS nominals, those subject to a Serious Crime Prevention Order (SCPO) or part of the coordination of Lifetime Offender Management Process (LOM).

 The successful candidate will have some knowledge or skill in the following areas:-

• Have a detailed understanding of how OPT authorities operate, how they are used within an enquiry, and the legislation and guidelines that underpin them.
• Experience of reactive and proactive investigations and display a sound awareness of information and evidence gathering techniques. 
• RIPA legislation governing covert surveillance and CHIS, and the general principles of the Human Rights Act 1998.
• Understanding of the National Intelligence Model (NIM) and the concept of risk-management.
• Liaison with a variety of law enforcement and other partner agencies on a broad range of partnership activities and proactive and reactive crime-related enquiries.
• Understanding of the principles of ‘OCG Management’.
