The role

This is an exciting opportunity to modernise the way the service operates whilst our customers are at the heart of what we do.  The Business Development Manager (will be responsible for the development of the business area including the research and development of new  services, with opportunities for customers and other organisations to interact online.  The role will also oversee the effective operational delivery of Bereavement Services in Worcester City, providing high quality  and customer-focused services within the Council’s crematorium & cemeteries in line with statutory laws and regulations. The successful candidate will be responsible for the management of two supervisors and a team of 10 officers, which includes the grounds maintenance team, who play a vital part of our customer facing services.

The successful candidate will drive the business area forward, engaging the team in developing opportunities for the delivery of a modern service. The post holder will not only be a manager within Community Services, but also be a member of the Council's wider management team. You will play a key role in ensuring that the current and future services provided by Bereavement Services team meet the needs of customers, whilst maximising opportunities for the Council to invest in public service provision.

The two supervisors in Bereavement will look for day to day operational management including: burials, cremations, exhumations, customer services, grounds maintenance, memorial management and administration, and liaison with local communities and the established Cemetery and Crematorium Forum in Worcester.

Key requirements

The successful candidate should come from a business development role with managerial experience. The post holder will be expected to have excellent commercial awareness, and will be able to gain sufficient knowledge of statutory provisions and codes of practice and policies for burials and cremations to deliver a high quality service through two existing supervisors.

Successful applicants should have excellent business development or management knowledge and necessary experience and be able to drive forward new opportunities through excellent team work. A creative outlook to assess opportunity and the ability to develop and present business cases are at the heart of the role. 

Good organisational project management and planning skills are required by the post holder to achieve corporate and service goals.

Skills and experience

Ideally the successful candidates will posses:

  • Experience of business development from a product or services perspective, coupled with the ability to present a business case, and drive forward opportunities through a team.
  • A ‘can do’ attitude
  • The successful candidate should be solution focused, agile and resilient
  • Strategic service or business planning and experience of staff management in either the public or private sector are essential
  • Experience and knowledge of budget preparation; financial and budgetary management and control; including knowledge and experience of tender processes; fees and charges; capital project management and financial regulations
  • Effective team leadership and development skills
  • Effective communication and interpersonal skills, to liaise with employees, partners, customers and elected Councillors, recognising the sensitive nature of your service area
  • Proven ability to use IT and Microsoft office packages to produce reports and analyse detailed information
  • Ability to work under pressure to meet deadlines
  • Track record in developing and delivering improvements for customers and in service performance 
  • Experience of offering professional advice in care/support to all parties in highly sensitive situations and as an advisory channel for other bereavement agencies e.g. SANDS, CRUSE, Hospitals, Welfare Groups, etc. is desirable
  • Desirable experience includes health and safety; working with emergency planning in the area; e.g. excess deaths, or mass mortalities with the ability to support agencies leading the planning for these events
