Job Details

The Highways and Infrastructure service provides and manages a range of services that are focused on:

• Maintaining and managing the city’s highway infrastructure to a safe and serviceable condition, to meet the council’s statutory duties; and

• Managing activity on the highway network such as parking, bus lane enforcement and traffic regulation.

This includes services to invest in, operate and maintain assets including roads, pavements, street lighting, structures, bridges, tunnels, traffic signals and trees on the public highway. These are currently delivered through the council’s PFI contract, which is scheduled to run until June 2035. The council is currently working with partners to restructure its highway maintenance and management contracts from 2021 onwards.

We are seeking to achieve this through procuring a new long-term contractor for the council’s PFI contract, who will deliver significant improvements to highway infrastructure assets and manage those in the future.

We are currently recruiting to fill a number of opportunities within our PFI Contract Management team and are looking for people with experience of developing, procuring, managing and establishing complex service contracts in a commercial environment, who can become part of our team and contribute positively to managing this change.

We are looking for two Senior Network Change Officers to work with our PFI Contract Management team.

You will maintain the details of changes to highway infrastructure and ensure payments to our Service Provider are calculated, checked and made correctly and in line with contractual obligations. An eye for detail and experience in analysing data and preparing reports is essential. This is a great opportunity for you to develop your commercial and relationship management skills as you will play a key role in helping Birmingham ensure it has the means to maintain its new and existing infrastructure in years to come.

You will work with both our internal and external customers, stakeholders, developers and our service provider across all channels in this role, so you’ll need good written and verbal communication skills and feel confident and comfortable dealing with a wide variety of people at all levels on a diverse range of highway related issues. Previous highways experience isn't essential, but the ability to build relationships and rapport would be a real asset.

This is an exciting but at times demanding role, so you will need to be able to stand your ground and be passionate about getting the best result for Birmingham. Your eye for detail and ability to analyse information will be put to great use as you help challenge our thinking and ensure our officers and our service provider are delivering on their obligations and are making sound business and commercial decisions.

The successful applicant will also provide support to the wider PFI Contract Management team in helping to identify and develop new contractual approaches, changes and solutions that offer value for money and achieve efficiencies and savings.

You will need to be a dynamic individual who is able to hit the ground running, be flexible, adaptable and be comfortable working on your own initiative and as part of a close-knit team.

If this sounds like you, we would like to hear from you.

Interviews for this post will take place virtually via video conferencing. Shortlisted candidates will be provided with further information

The Council is a fantastic place to work. You will find an organisation that is both challenging and supportive; with a leadership impatiently adventurous in its pursuit of excellence.

There is a clear vision which is ensuring that the Council is working for communities today and building for tomorrow, we focus our resources on five key priorities:

  • A Prosperous Birmingham: through a focus on inclusive economic growth, tackling unemployment, attracting inward investment, and maximising the benefits of the Commonwealth Games.
  • An Inclusive Birmingham: through a focus on tackling poverty and inequality, empowering citizens, promoting diversity and civic pride, and supporting and enabling all children and young people to thrive.
  • A Safe Birmingham: through a focus on making the city safer, safeguarding vulnerable citizens, increasing affordable housing, and tackling homelessness.
  • A Healthy Birmingham: through a focus on tackling health inequalities, encouraging physical activity and healthy living, supporting mental health, and improving outcomes for adults with disabilities and older people.
  • A Green Birmingham: through a focus on street cleanliness, improving air quality, continuing the route to net zero, and becoming a city of nature.

We see the Council’s role as providing strategic leadership – that’s being able to visualise a new future for the city and equipping others to share our vision. We want to ensure the provision of services for all, so we can support those least able to support themselves by working with partners and putting citizens and neighbourhoods at the heart of our decision-making.

We are always looking for people who put the customer at the centre of their approach, with a commitment to excellence to help us achieve our vision.  We will support you to develop and thrive in your role, building a pathway for long-term success, with lots of development opportunities, such as apprenticeships.

In return, we offer you excellent terms and conditions, generous annual leave, a great pension scheme, well-being support, annual travel passes and discounts at a number of city centre establishments.
