Brighter. Bolder. Birmingham.

Birmingham City Council is the largest local authority in Europe – and we’re on the cusp of something truly special. With an annual spend of over £3billion we’re gearing up for major events such as the 2022 Commonwealth Games and the creation of HS2. Championing economic growth for the city, we’re determined to create a brighter future for all our citizens and at the heart of this ambition lies our Finance team. Join us and you won’t just improve life for 1.1 million people, you’ll help Birmingham become one of the world’s most successful, sustainable cities.

Our vision is for Finance to be a best-in-class function that’s agile, innovative and proactive, as well as diverse and inclusive. This is an incredibly exciting time for us; the opportunities for you to contribute and influence, to make bold and significant changes, are endless. As we change finance services to give customers more control and add value through data analytics and insight, you’ll be at the forefront of achievement and progress.

In this key Finance Manager role, you’ll head up the Capital team and provide the Council with specialist support. In practice, this means co-ordinating our capital budget process, in-year monitoring and ultimately, the closedown process for all our capital programmes. There are some hugely exciting projects underway, which makes this an interesting and varied role. The current year capital programme is £850m and forms part of an approved £3.3bn programme that covers the Commonwealth Games, Housing, Regeneration, Transport and Schools. With so much happening, we need to be at our best, so we’ve devised a plan to improve capital governance and management across the Council. You’ll help us perform outstandingly by forecasting the resources we’ll have available, preparing and challenging Capital bids, and checking compliance with financial regulations.

In this high-profile role you’ll be leading Business Analysts, supporting Project Managers, giving guidance to high-level managers and dealing with Members (especially on our Capital board). Motivated, caring and passionate about your work, you’ll be on top of the challenge and ready to deputise for the Head of Financial Strategy (Capital and Treasury). A role on this scale calls for an experienced finance manager with tried and tested skills. CCAB-qualified or equivalent, you’ll have in-depth knowledge of management accounting, planning, budgeting, forecasting and performance management (or other specialisms). You’ve also advised at senior levels, worked successfully with partners and brought in change initiatives. Articulate, resilient and politically smart, you’re hands-on as well as a strategic thinker.

This is more than your next finance role. It’s a chance to create a brighter, bolder Birmingham.
