What you’ll do

1. Champion our People Service strategy

In this role, you’ll be a vital link between People Services and the Directorate Leadership Team. With insight on everything our team does, you’ll be an expert advisor to two Directors, helping to shape a strategy that’s right for both the People Services team and the wider Council. Building deep relationships with both the Directorate and senior stakeholders, you’ll make sure that our strategy is forward-thinking, pushes our performance and our transformation, and helps us meet the organisation’s strategic outcomes.

Working at the highest levels, you’ll also make sure that our values and care for our people are embedded at the highest levels. Whether it’s annual business planning, organisational design, service design, or financial and workforce planning, you’ll help the Directorate make decisions that foster empowerment and employee engagement. Whatever the strategic decision at hand, you’ll be there to talk through the implications from an HR perspective. You’ll put our people’s wellbeing first, sharing colleague and personal feedback and giving the Directors critical insight on how to create healthy, supported teams.

2. Provide leadership perspective and lead with expertise

Whilst providing advice to the Directorate, you’ll also bring vital guidance and business intelligence from the Directors back to the People Services team. You’ll coach and advise on complicated employee relations cases. You’ll lead on high-level and Council-wide initiatives that implement a corporate approach, like delivering an apprenticeship strategy that maximises the Apprentice Levy. In short, through difficult issues and complex change, you’ll be there to mentor and support the People Services team, providing cross-organisational perspective.

You’ll also share your deep expertise with the People Services team wherever you can, from organisational development methodologies to industry best practice. For instance, you’ll be a strong, knowledgeable advocate when it comes to equality, diversity and inclusion. Sharing that expertise, you’ll ensure that every member of the team understands not just the legal, mandatory requirements, but why equality, diversity and inclusion are so vital for our Council - and how all of us can help through the work we do.

3. Provide an accountable service

As a Council, we need to provide an accountable, responsible service that works with and builds the trust of people across Staffordshire. Ultimately though, we can only encourage accountability if we’re accountable ourselves.

You’ll bring that accountability at the highest level and embody our values in everything you do across the organisation. Always striving for ethical leadership and adhering to professional principles, you’ll be a role model both to the department and to the wider Council. Leading through example, you’ll be a life-long learner, staying up to date in your CIPD registration and always looking for new ways to learn – both from your colleagues and from wider industry. And, you’ll share that new learning widely too, for everyone’s benefit.

What you’ll need

To apply for this role, you’ll need to have:

  • Chartered Membership of the CIPD, with the position working at and being assessed at Chartered Fellow level
  • Relevant degree level qualification or equivalent, with evidence of commitment to continual professional development
  • Relevant professional qualification demonstrating depth of understanding of HR strategy, organisational development and organisation transformational change
  • ILM Level 5 Coaching and Mentoring
  • Minimum five years of experience in working at a senior level in a complex, unionised and political environment, ideally in the public sector or with strong understanding of public sector issues
