Our Vision for 2030 is that Wolverhampton will be a place where people come from far and wide to work, shop, study and enjoy our vibrant city. It will be transformed while still retaining all of those attributes that give our city its unique identity. A healthy, thriving and sustainable international ‘smart city’ - renowned for its booming economy and skilled workforce, rich diversity and a commitment to fairness and equality that ensures everyone has the chance to benefit from success.
Ensuring that all children and young people get the best possible start in life is central to the City of Wolverhampton’s vision for the future. In 2020 we launched our new SEND Strategy, which sets the ambition for Wolverhampton to be an inclusive city where we work with children and young people with SEND and their families to enable and empower them to lead a good quality life and achieve their potential.
To help us to achieve our goals, we are recruiting a Head of Inclusion and Empowerment, reporting to the Deputy Director for Education, to join our leadership team. We are a dynamic, high performing and progressive organisation. Our continued drive for improvement has led to recognition and several awards in recent years. Children’s Service in Wolverhampton are rated as good by OFSTED.

With a strong education background, you will be responsible for leading services to promote inclusion, empowerment and educational outcomes for children and young people with special educational needs or who may be vulnerable, including:
- Vulnerable learners – education welfare, elective home education, exclusions, virtual school
- SEND Early identification and support – early years, sensory inclusion, specialist teachers
- SEND statutory assessment, planning and review
- Educational psychology
- SEND specialist commissioning
This is a significant systems leadership role and the successful candidate will need to establish and maintain strong partnerships with services and stakeholders across education, health and social care in order to help the City achieve its ambitions for our children and young people.
