We have a unique and exciting opportunity for an experienced Finance Manager to join us here at Solihull Council, leading and developing a brand new UK Central / Urban Growth Company (UKC/UGC) Finance Team at a time of innovative and ambitious growth for the Solihull borough.

Background

The Urban Growth Company (UGC) is an arm’s‐length, special‐purpose delivery vehicle created by Solihull Council (SMBC) to realise the full economic potential of the HS2 Interchange Station and the related infrastructure, including maximising outcomes from existing assets including Birmingham Airport, the National Exhibition Centre, Birmingham Business Park and Jaguar Land Rover Solihull.

The UGC is delivering a major part of the overall UK Central (UKC) programme with SMBC in conjunction with the West Midlands Combined Authority (WMCA) who provide the funding. Specifically, this involves coordinating and accelerating major infrastructure investment at the UK Central Hub (‘The Hub’) to create a globally renowned point of connection and a major engine for economic growth on a regional and national scale.

The vision is to create Europe’s best‐connected destination for business, leisure and living at The Hub; a new and outstanding gateway to the UK. The overall growth envisaged at The Hub comprises up to 5,000 new homes and 775,000m2 of commercial development, and supporting 70,000 new / protected jobs by the mid‐2030s.

The UKC / UGC Finance Team

The new UKC / UGC Finance Team is being created to support this ambitious UKC programme and the UGC, which will provide dedicated statutory and financial support services for the Council.

The teams’ primary responsibilities will include supporting all of the projects within the UKC programme and ensuring that the funding relationship with the WMCA (for which Solihull Council are the accountable body) receives a high level of assurance, financial accuracy and integrity and meets the Councils financial regulations and the WMCA’s business case and funding requirements.

The Finance Manager role will be the lead finance role supporting the UGC senior leadership team, accountable to the UGC Commercial and Contracts Director as well as the Head of Financial Operations in the Council and discharging the Section 151 responsibilities of the Council for our Director of Resources and Deputy Chief Executive. This role will have the overview of the UKC programme in order to ensure that the Councils accountable body responsibilities for the grant funding that is attached to the UKC programme are met and providing assurance on the financial aspects of the programme overall. The Finance Manager role will prepare reports to the UGC Board/Audit Committee and Council meetings which present the financial position on the UKC programmes.

As Finance Manager UKC, you will be responsible for managing and leading this new and exciting team within the Financial Operations division. You will be providing advice and guidance, financial modelling capability, supporting the submission of business cases for approval at various stages and overseeing the delivery of the annual UGC accounts to ensure the submission of claims for the UGC/UKC projects to the funding body.

CCAB qualified, with knowledge of working in a public sector environment, you will need to thrive in a fast paced, changing environment and draw on your problem-solving expertise, using your knowledge of legislation to ensure we are meeting all requirements and helping implement new ones as necessary.

Confident dealing with all levels of the organisation with excellent written and verbal communication skills, you will develop excellent internal and external working relationships to ensure an efficient exchange of information, providing guidance to colleagues in the service and other members of the finance team.
