The Parking and Enforcement Manager is responsible for overseeing the Council’s 14 car parks, along with the City’s on-street parking and environmental enforcement function. The manager is also responsible for the administrative appeals team, managing Penalty Charge and Fixed Penalty Notices.

We believe in ‘recruit for attitude and train for skill’ so although we are seeking an experienced candidate to manage the service and  to support the councils community recovery strategy, we would welcome interest from applicants willing to embark on a managerial position.

Experience in a managerial position is desireable, preferably with Parking Enforcement or Local Government experience. You should have excellent commercial awareness and will have, or be prepared to gain, an in-depth knowledge of statutory provisions and codes of practice and policies for parking management and parking and environmental enforcement.


A comprehensive knowledge of health and safety legislation and practices, and how they relate to parking and enforcement provision forms a key part of the role, the post holder should either hold or be willing to undertake an IOSH Health and Safety Qualification.

Good staff management, project management and organisation and planning skills are required by the post holder to achieve corporate and service goals.
