Now is a really exciting time to join. We want to improve public transport in the West Midlands and we’re investing £5 billion up to 2026 to do this. We also manage and improve transport infrastructure. This includes things like bus lanes, stations and roads.

To help us develop a world-class transport system, we are looking for a Programme Manager/Programme Lead to join the Swift Team and take responsibility for the successful delivery of a portfolio of projects, the majority of which will have a technology focus and output. 

We are working to improve Swift on things like adding more rail tickets and fare capping, making it easier for Swift users to get tickets on their cards, improving the online Swift account and improving the mobile experience by developing new apps - and this role will be fundamental in making this happen.

What will you be doing?

  • Provide programme management leadership in the development and delivery of the multi-disciplinary Swift programme
  • Provide in-depth technical advice and specialist cross-portfolio support, and oversee delivery of all Swift related projects and programmes
  • Provide timely, accurate and cohesive input to internal and external project/programme monitoring processes
  • Support in determining the strategic direction of the Swift Programme function
  • Day to day management and allocation of cross-functional resources and ensure the programme team is focused and motivated
  • Work with the Programme Sponsor on the programme development and create a vision of what success looks like
  • Develop effective relationships with all key stakeholders and delivery partners, ensuring that commitments are met and that expectations are exceeded
  • Manage the programme budget, forecasting and monitoring the budget throughout the programme lifecycle
  • Work with Data Innovation Team to effectively design and deploy intelligent programme management reporting facilities and functions that assist with real-time programme management
  • Lead and manage procurement activities, engaging and working with the procurement team within the approved procurement framework
  • Prepare reports/briefing notes for senior management, elected members, WMCA committees and TfWM Programme Boards

About you

We’re looking for someone who can easily demonstrate successfully delivering a portfolio of projects with and through a team. Whilst the majority of projects delivered will have a technology element to them (new apps, vending machines etc), we’re not necessarily looking for someone with a technology background. What’s important is your ability to identify and work with the right subject matter expert to deliver what is required.

Qualified in a Project Management methodology, you’ll have in-depth knowledge of what is takes to deliver a programme of works, with the practical experience to back this up. You’ll understand what proactive risk management and good budget management looks like. You will know how to navigate a political landscape where there are multiple stakeholders involved.

About the team

We want the West Midlands to have a world-class transport system that is clean, safe, affordable and accessible for all. To make this happen, we’re investing £5 billion in nearly 200 transport projects. We are working on transport infrastructure and our bus, rail and tram projects will help encourage people to use public transport instead of driving.

Swift is our smartcard for public transport, providing a cashless way to pay for public transport on all buses, trains and trams across the West Midlands. The team is always looking for innovative ways to increase, even further, the simplicity of obtaining and using Swift. We work with worldwide partners, including Google, in a UK first, to embed Swift tickets within Google Pay. Increasingly customers are looking for a seamless transport solution and Swift is already piloting acceptance for parking, bike hire, taxis and even access to leisure centres. These solutions will be rolled out even further in the future and will help ensure that public transport is increasingly seen as the optimum customer choice.
