We have an exciting opportunity for someone to join our multi-disciplinary Public Health Division within the COVID-19 Test and Trace team.  This is a great opportunity for a highly skilled individual to join Public Health within the largest Local Authority in the country, and lead work that contributes to Birmingham being a great city that enables people to live healthy and active lives.

The Public Health Division is engaged in a dynamic and diverse range of innovative work at a local, regional, national and international level.

This temporary position will be within the Test and Trace team leading the response team working on our rapid health protection response to COVID-19 situations and local outbreaks  of the COVID-19 outbreak. The team leads on the response to local situations and outbreaks, this may include running incident management team meetings, coordinating testing deployment, escalating for additional response support and working collaboratively with the other test and trace teams. The team is key in delivering the local outbreak response plan and ensuring we work quickly to prevent or contain any local outbreak and support wider recovery.

The role will provide senior officer support to a team delivering the health protection response to local outbreaks within the Test and Trace programme. The team will work closely with the wider test and trace function and with Public Health England and NHS Colleagues working together to coordinate local action and support around local issues.  The team will also lead some of the proactive work with different settings to use the learning from outbreaks to prevent future situations developing.

This is an ideal opportunity for somebody who:

• has experience of working with agile and complex incident situations and working with partners to craft rapid responses tailored to different situations;

• can work with analytical data and intelligence from multiple different sources to appraise a situation or threat and formulate an outline response based on known information,

• understands the additional challenges of outbreak response and incident management in the context of the diverse communities of Birmingham and is passionate about reducing health inequalities;

• has experience of supporting performance and governance arrangements and developing and implementing improvement programmes in line with agreed priorities;

• has demonstrable knowledge and understanding of Public Health priorities and relevant policy environment;

  • Demonstrable ability to communicate and engage with all stakeholders effectively to shape service development and outcomes utilising appropriate tools and techniques including media and digital technology.
  • Effective IT skills which enable successful service delivery.
  • Ability to translate strategic priorities/policies into defined plans for delivery.
  • Highly developed knowledge of data analysis, information gathering and/or research approaches and techniques.
  • Ability to prepare and present briefing papers/reports/business cases to a variety of audiences.
  • Ability to identify risks, create solutions and to resolve problems in relation to project or service delivery.
  • Substantial experience and knowledge of epidemiological methodologies.
  • Substantial experience of managing relationships with wide range of stakeholders including colleagues, external partners and citizens to shape Public Health outcomes.
  • An understanding of data security and confidentiality.
  • An understanding of the principles of project management.
