About Us and The Role

 

We are looking to recruit two enthusiastic Data Engineers to join Warwickshire County Council’s Business Intelligence Team.

You will be supporting the Council’s business analysis and decision-making by developing and maintaining our data infrastructure: an Azure Data Analytics Platform which holds copies of the major operational systems data, and an open source PostgreSQL/PostGIS database which constitutes the corporate spatial database.

The permanent post will get involved in all aspects of this work and will be fundamental to the roll out of the new Azure Data Analytics Platform which will go live later this year. This will involve the scripting of overnight loaders and automated data manipulation processes using the Azure Data Factory and DataBricks, configuring APIs (Application Programming Interfaces) to harvest data, supporting the development of innovative analytical processes such as and the use of AI (artificial Intelligence) and machine learning to assist analysts in constructing Power BI content, and running complex SQL queries to check the integrity of systems data.

The fixed term post has been created specifically to complete the migration of spatial data from an old Windows version of GeoServer which takes data from an Oracle database to the new Azure Red Hat GeoServer/PostGIS architecture. This post will also implement further developments to the Council’s front-end JavaScript Web GIS applications (built using Heron Mapping Client, Open Layers and Leaflet).

 

Key Requirements

  • Degree or equivalent in an appropriate discipline
  • Experience of managing and analysing data in a structured database (preferably PostgreSQL/PostGIS) and/or data lake environment (preferably Microsoft Azure)
  • Experience of using Microsoft Azure tools, such as Data Factory, DataBricks, Power Apps, Power Automate, and Power BI
  • experience of using HTML, CSS and JavaScript to create web content
  • Web GIS skills such as designing and implementing Leaflet or Open Layers projects, and managing WMS services using GeoServer
  • Understanding of the key strategic drivers in data management (such as data security) and the ability to contribute to the development of operational management processes to satisfy these requirements
  • The ability to formulate complex SQL queries
  • The ability to script routines in Python to automate data extraction, transformation and loading processes
  • Hands-on experience of using a desktop Geographical Information Systems (GIS) to analyse complex spatial data (preferably QGIS)
  • Excellent organisational skills and the ability to work under pressure

 

Desirable Criteria

  • Prior experience of working in a local authority or business intelligence setting
  • Experience of FME, or an equivalent ETL (Extract, Transform and Load) package
