Early Education Improvement & Sufficiency Adviser
The role of the Early Years’ Service is to:
- Lead and facilitate strategic development for Early Years across the City, working with a range of partners
- Raise educational standards and quality in private, voluntary and independent (PVI) childcare provision and Schools, for children aged birth to 5 years
- Provide market management to secure sufficient registered childcare and education places
- Secure and fund early years provision which is free of charge to parents
- Provide advice and guidance to extended childcare provision for children beyond the age of 5 years.
It is also the role of the team to provide childcare related advice to parents and carers. Early years officers liaise with PVI providers, schools, parents/carers and other external agencies to achieve the best outcomes for young children.What is the job role?

We are seeking to appoint a motivated and passionate early years practitioner to join our successful team within the Early Years’ Service.
The purpose of this role is:
- To be responsible for working in partnership with Private, Voluntary, Independent (PVI) providers, maintained nursery schools and classes, childminders and out of school provision, offering targeted support to the sector in proportion to needs to improve educational outcomes for children, close the attainment gap and ensure statutory compliance.
- To support the Early Years’ Service to meet the Local Authorities statutory duties regarding funding entitlements and sufficiency- in particular for the most vulnerable.
The postholder will work in Early Years settings and Schools across the city. They will work alongside senior officers within the Early Years Service, supporting delivery of the full remit of the Local Authorities statutory duty for early years https://www.gov.uk/government/publications/early-education-and-childcare--2
The successful candidate will work with existing and potential childcare providers to help to facilitate the delivery of sufficient sustainable, high quality childcare, focusing on places in areas where there are gaps, to meet the demand for 2, 3 and 4 year old places, including the extended entitlement.
This role involves providing support in relation to funding-related queries, issues or concerns and ensuring that funding has been claimed in accordance with funding conditions.
This post is exempted under the Rehabilitation of Offenders Act 1974 and as such appointment to this post will be conditional upon the receipt of a satisfactory response to a check of police records via Disclosure and Barring Service (DBS).Who are we looking for?
The successful candidate will be open minded, flexible and excited about the development of new ideas and initiatives. They will have excellent communication skills and the ability to provide challenge in a way that facilitates change, whilst sustaining positive relationships and engagement.
- GCSE or equivalent to grade C or above in both English and Maths
- Evidence of recent, relevant professional development activities
- Relevant Level 5 qualification or above as defined by the Early Years Qualification List issued by the Department of Education.
Or: Holds Early Years Professional / Early Years Teacher status
Or: Relevant related qualification, e.g., National Professional Qualification for Integrated Childrens Centre Leadership
Or: A Level 4 qualification will be considered where there is also substantial relevant skills and experience in relation to this role
The post would suit an senior early years practitioner or current adviser who has extensive leadership experience and has worked beyond their own organisation in providing support, advice and training.
Candidates should be able to demonstrate knowledge, skills and experiences related to:
- A clear philosophy for Early Years education with the ability to articulate this
- Sufficient knowledge and expertise in the areas of early years leadership, teaching and learning, environment, sufficiency, market management and early education entitlement funding arrangements.
- Excellent interpersonal skills, and leadership skills with the ability to form strong relationships, motivate and influence teams and secure high performance.
- The ability to promote and safeguard the welfare of children who live or access services within Coventry
