Job Details

Environmental crimes matter to Birmingham’s residents, businesses and visitors.  Clean-up and enforcement over fly-tipping costs over a million pounds a year, but private landowners and the legitimate waste disposal sector are also affected.

We are increasing the capacity and capabilities of our specialist Waste Enforcement Unit (WEU).  This unit is responsible for pro-actively tackling fly-tipping, commercial trade waste offending and other environmental crime.  Our aim is to identify, disrupt and deter those involved in environmental crime and to support the councils wider cleaner streets initiatives.

We are seeking enthusiastic and suitably skilled officers to join us. You will be involved in conducting investigations, carrying out inspections and progressing enforcement sanctions.  We are particularly looking for applicants with law enforcement, regulatory law or intelligence backgrounds, or potentially relevant specialist sector-based knowledge or qualifications.

This role has specific regulatory delegations applicable to Environmental Health Officers.  Candidates must therefore hold a Degree in Environmental Health (or other equivalent qualification) and be registered with the Environmental Health Registration Board (or hold Chartered Environmental Health Practitioner status with the Chartered Institute of Environmental Health).

The role is investigation led with enforcement primarily focussed on fly-tipping and business waste non-compliance offences.  You will be involved in investigating larger-scale commercial offences as well as small-scale offences.  This will involve the use of a range of intelligence sources, street-based enquiries, interviewing suspects, taking statements from witnesses and using enforcement tools, including statutory notices, fixed penalty notices and preparing evidential files for court. You will ensure all disclosure obligations are met and may be required to present evidence in court.

The role is a permanent, full-time position (36.5 hours per week, Monday to Friday) and based on the council’s flexible working scheme.

Most activities are undertaken within normal office hours but some out-of-hours working will be required for certain operational tasks, including seizing vehicles, directed surveillance or conducting witness interviews.

The WEU has an operational base (Edgbaston/B16 postcode area) but travel to other council offices may sometimes be necessary.  Subject to COVID-19 and/or operational requirements, opportunities may exist for a mix of home/office working.

Applicants must be able to drive and hold a full UK driving license.

Provisional interview date:  11 May 2021.

Interviews for this post will take place virtually via video conferencing. Shortlisted candidates will be provided with further information

For informal enquires please contact Martyn Smith (Operations Manager) on 07766 925004 or email: martyn.smith@birmingham.gov.uk

Ref: BCC001966

We welcome applications from people with caring responsibilities and flexible working options will be considered.

This role is exempt from the Rehabilitation of Offenders Act 1974, therefore a Standard Disclosure and Barring Service (Basic Check level) will be carried out for the successful candidate during the pre-employment process.

Right to work in the UK documentation will be fully checked for all applicants.  All non-UK applicants (excluding Ireland) may require a Certificate of Sponsorship from Birmingham City Council and must have an approved visa from the UK Visas and Immigration (UKVI) before any employment offer can be confirmed. Unless they are an EEA or Swiss citizen or their family members, already living in the UK by 31 December 2020, then they will need to apply to the EU Settlement Scheme (EUSS) instead.

An ability to fulfil all spoken aspects of the role with confidence using the English Language as required by Part 7 of the Immigration Act 2016

The Council is a fantastic place to work. You will find an organisation that is both challenging and supportive; with a leadership impatiently adventurous in its pursuit of excellence.

There is a clear vision which is ensuring that the Council is working for communities today and building for tomorrow, we focus our resources on five key priorities:

  • A Prosperous Birmingham: through a focus on inclusive economic growth, tackling unemployment, attracting inward investment, and maximising the benefits of the Commonwealth Games.
  • An Inclusive Birmingham: through a focus on tackling poverty and inequality, empowering citizens, promoting diversity and civic pride, and supporting and enabling all children and young people to thrive.
  • A Safe Birmingham: through a focus on making the city safer, safeguarding vulnerable citizens, increasing affordable housing, and tackling homelessness.
  • A Healthy Birmingham: through a focus on tackling health inequalities, encouraging physical activity and healthy living, supporting mental health, and improving outcomes for adults with disabilities and older people.
  • A Green Birmingham: through a focus on street cleanliness, improving air quality, continuing the route to net zero, and becoming a city of nature.

We see the Council’s role as providing strategic leadership – that’s being able to visualise a new future for the city and equipping others to share our vision. We want to ensure the provision of services for all, so we can support those least able to support themselves by working with partners and putting citizens and neighbourhoods at the heart of our decision-making.

We are always looking for people who put the customer at the centre of their approach, with a commitment to excellence to help us achieve our vision.  We will support you to develop and thrive in your role, building a pathway for long-term success, with lots of development opportunities, such as apprenticeships.
