Planning Support – Underpinning Planning Services for Malvern Hills and Wychavon District Councils.


The Planning Support department is an integral part of Planning Services delivered by the Councils to our communities.


These are exciting times for the councils as we have strong growth agendas to create homes, jobs and improved spaces within our districts and Planning Support are playing an active role in that agenda with the role of:


Community Infrastructure Levy (CIL) Monitoring Officer
Part time 18.5 Hrs per week
2 years Fixed Term Contract
£22,183 – £24,491 per annum pro rata


This post plays a significant role in ensuring the right infrastructure is secured and delivered in connection with new development.


The post holder will be expected to undertake a review of the existing systems for the administration of community infrastructure levy and identify a more streamlined process to ensure we capture the maximum costs for both councils.


You’ll need to develop and manage joint systems for the administration, recording, collection, monitoring, and reporting of community infrastructure levy revenue, to manage the transfer of community infrastructure contributions, and to take action against non-payment and/or compliance.


 


Key Requirements



  • To deliver community infrastructure through the Community Infrastructure Levy.

  • To undertake a full end to end review of the internal CIL process and develop and manage joint systems for the administration, recording, collection, monitoring and reporting of CIL, including developing relevant standard operating procedures, protocols and guidance.

  • To create, update and maintain computer records relating to CIL payments

  • To liaise with the legal department regarding the enforcement of non-payment of the CIL.

  • Calculate and raise invoices for the payment of CIL.

  • To provide advice and support on the process of CIL across council departments.

  • To support planning appeals where CIL is referenced.

  • To provide advice on the liability of development to the community infrastructure levy and support development management officers.

  • To attend meetings and training, internal and external, to present reports and provide training; during and occasionally out of work hours.

  • To maintain an up to date knowledge of the legislation relating to CIL and Government announcements and statements.

  • To liaise with applicants / developers / stakeholders/ town and parish councils.


Skills and Experience:



  • Experience of providing technical advice to local authorities, other relevant organisations or development interests.

  • Experience of systems review, developing standard operating procedures/protocols.

  • Experience of dealing with customers and handling.

  • 2 A-levels or equivalent qualifications or level of experience.

  • Strong IT skills including MS Word, Excel, PowerPoint, Internet and email.

  • Investigative, methodical and accurate approach to work.

  • Ability to think rationally and logically.

  • Strong organisational skills.

  • Creative, innovative and proactive approach to recognising and solving problems.

  • Excellent communication skills.

  • Fully mobile: Access to own vehicle and travel to sites and meetings across both Districts.

  • Occasional attendance at council and other meetings outside of normal office hours.
