Job title: National Strategic Lead

Location: Anywhere in England

Salary: £75,000

Contract type: 1 year employed or self employed

Working pattern: Full time or 4 days – 30 hours

In 2015 The Government set out an ambitious programme of regionalisation of the adoption system in England, moving from individual Local Authority Adoption Services to a system of larger Regional Adoption Agencies.

The programme is now well established and there are 30 RAA’s which have been established, across 141 Local Authorities.

The RAA programme has brought innovation, leadership and ambitious thinking and actions for adopted children and their families, through a more collective approach to developing adoption services. RAA leaders have been supported to share, learn and collaborate as system leaders, to better develop consistent and best practice for adopted children, informed by a national network of adoption services, and through effective networks with researchers, DFE, CVAA and other key stakeholders.

The RAA leaders Group has been led and grown with the support of an effective independent chair and is now seeking to move into the next phase of the regionalisation programme, with a focus on a 3 year strategic plan, reflective of the wider system developments in adoption.

The RAA Leaders group is now seeking to appoint an experienced chair, to take forward the next stage of the regionalisation programme crucially providing strategic leadership for RAA leaders, and reflective of the wider stakeholders with whom the group will work.

The appointed person will chair the RAA leaders Group on a 6 weekly basis, providing leadership, support and challenge to this forum.

The Chair will lead on the strategic plan, ensuring contribution and consultation with all RAA leaders, thus reflecting the needs of all RAA’s and LA’s across England. The postholder will also interface with other key stakeholders involved in leading adoption and permanence development across the UK.

The chair will be supported by a small team including a Project Officer, and Business Support, to assist with administration of the strategic plan.

Terms of Employment:

Full time, one year post, and based anywhere in England, with an expectation of national travel across the UK.

Consideration would be given to interested applicants who wish to consider 4 days/30 hours.

Applications are welcomed from self-employed individuals, or the post can be on an employed basis.

Where the post holder is contracted on an employed basis, the terms and conditions of Leeds City Council will apply.

Due to the funding arrangements being for one year initially, interested applicants may wish to consider seeking secondment from their existing employer.
