Parish Council CLERK & Responsible Finance Officer

60 hours per month

Warndon Parish Council, Worcester was inaugurated in 1984, from the Residents’ Associations set up in the extensive, well-planned housing developments of Warndon Villages and beyond. Our Parish Clerk is retiring so we are looking for an organised, capable  person to provide support to the Council, servicing committees and dealing with correspondence from residents, the City and County Councils and other community bodies – as well as managing the statutory legal and financial obligations of the Council.

The role is homebased and the contractual hours are 60 per month, working flexibly; the Clerk attends the monthly Council meetings and some committees, held at the Lyppard Community Hub in the evenings. The Clerk is the only employee of the Council and hence must be self-motivated.

While previous experience of local government administration would be helpful, this is not essential. Applicants should have knowledge of operating within legal constraints and advising on the interpretation of these, as well as experience of basic financial accounting. As the first point of contact for the Council, excellent communication skills are vital; ability with Microsoft Office (ideally including TEAMS data management systems) is also required.

Parish councils are statutory bodies and are the first tier of local government. They are funded by levying a ‘precept’ which is collected from within the council tax.

Warndon Parish boundary covers an area from the Worcester & Birmingham canal in the north to Swinesherd Way in the south (including the whole of Warndon Villages). There are 8 councillors, each being elected for a term of four years and they are involved in the delivery of services and facilities for the benefit of the community.   

The Parish Council employ a part time Clerk/Responsible Financial Officer to support them with administration, managing finances and the production of Annual Accounts.
