The children and families commissioning team covers a wide and varied portfolio of strategic, contractual and operational commissioning activities. We are looking for an experienced and proactive person, with a proven track record of delivering projects with demonstrable impact, to join us as a Commissioning Officer. This is initially a fixed-term role for one-year that will focus on two key areas of work to begin with.
The first project will be to undertake individual price reviews of our high cost residential placements to identify and  negotiate price reductions with external placement providers and help achieve the directorate's in-year savings plans . This will also involve supporting the implementation of a new evidence-based care cost calculator to be used to review existing placement prices and to be embedded as a business as usual system to be used before new placements are made.
The second project will support Herefordshire's strategic Children and Young People's Partnership to pull-together a range of qualitative and quantitative information about the progress being made in delivering the Partnership's action plans and, most importantly, helping to answer the 'so what?' question by communicating the tangible impact that partner activities are having on the outcomes of children, young people and families. This will involve communicating clearly and simply with a wide range of stakeholders, including children, young people and families themselves, the operational workforce and senior managers across partner agencies, and elected members.

If you have a high attention to detail, the ability to quickly analyse  and simply communicate complex information, strong negotiation skills, enjoy working to challenging objectives and timescales, and have experience of commissioning, contracting or project management then we'd love to hear from you!
