Job Details

We have an opportunity for Procurement Lead Officer to join our team here at the West Midlands Combined Authority on a 12 month fixed term basis. Procurement plays a key role in the delivery of WMCA’s business objectives. Our services range from setting strategic direction for collaborative and efficient supply chain management to specification development and contract award.

The Procurement Team is responsible for continuously improving practices, having regard to economy, efficiency and effectiveness through planned and skilful management of procurement and supply chains. Procurement activity is delivered in line with the WMCA Constitution and Public Procurement Regulations.

This role will support the Metro Team, delivering specialist procurement support and aiding in the delivery of business priorities and reflecting on procurement legislation and best practice procedures. We are looking for a professional and proactive individual to deliver best practice procurement support and expertise.

What will you be doing?

  • Provide innovative strategic advice and develop and implement appropriate procurement sourcing strategies
  • Develop and maintain appropriate relationships with internal customers, key stakeholders, and public, private and third sector suppliers
  • Raise the profile of procurement through the increase of cross-functional team working and networking
  • Manage the procurement portfolio specifically leading and delivering results for the Metro Team
  • Support mobilisation post contract award by leading on specific contract management processes, supplier relationship management, ongoing performance management and specific contract implementation
  • Ensure all tender instructions provided to suppliers are clear and transparent
  • Ensure appropriate Governance is in place
  • Ensure appropriate systems are fully utilised ranging from inviting quotations/tenders to raising through to payment of invoices
  • Ensure contract databases are developed and kept current

About you

We are looking for a pro-active and strategic thinking individual who can demonstrate the ability to develop procurement strategies. You will be responsible for leading and managing complex and strategic collaborative and local procurement projects to ensure their effective delivery in line with customer requirement and timescales. Below is an indicative list of what we are looking for. 

  • Chartered Institute of Purchasing and Supply at MCIPS level, (desirable)
  • Ability to develop procurement strategies
  • Skilled at leading on engaging and evaluating tender responses, undertaking bid conditioning and bid clarification, and managing supplier relationships
  • Knowledge of Transport/Metro sector (desirable)
  • Strategic sourcing knowledge and experience
  • Previous experience working with EU Public Procurement Regulations
  • Experience of computerised financial systems
  • Experience of e-tendering systems
  • Ability to build credibility with key stakeholders and obtain their ‘buy in’
  • Experience of influencing senior management to accept and endorse proposals, procedures, systems and methods of working
  • Able to effectively present information, proposals and ideas whilst engaging the audience and clearly communicating the benefits of change
  • Track record of ability to deliver against targets
  • Proficiency using Microsoft Office, Outlook and similar systems
