Job Details

The WMCA has an ambitious programme of work to enhance its natural environment and address climate change through its WM2041 plans. We are looking for an enthusiastic and driven person to lead the creation and delivery of evidence-based environmental behaviour change initiatives that can transform the habits of our citizens and the ways of working of businesses across the region. Behaviour change will play a key part in how we engage and influence people and businesses across the region in meeting the region’s net zero targets – and this is a unique opportunity to work with numerous stakeholders at a regional level to co-ordinate the development and delivery of behaviour change projects that will tackle climate change.

As our Environment Behaviour Change Project Officer, you will lead on the delivery of the Environment Behaviour Change Strategy and Delivery Plan covering topics such as natural environment, buildings, lifestyles and transport (with Transport for West Midlands). This will involve working with businesses and their representative bodies, and regional and local stakeholders, to ensure a joined-up approach to environment behaviour change campaigns and initiatives, including the promotion of the WM Net Zero Business Pledge.

This is a 2-year fixed term contract with the potential to be extended.

About you

We’re looking for someone who wants to make a real difference to our region and our planet, and who wants to leave a lasting legacy for generations to come. You’ll be curious about, and a real interest in, current challenges related to sustainability, conservation and climate change. Degree educated, or with equivalent professional experience, and evidence of continuing professional development in behaviour change, you’ll have experience of developing and leading programmes of work that involve clear communications with the public and advocacy with a wide range of stakeholders.

We’re looking for someone who has a good understanding and knowledge of the behavioural science literature and experience of working with data. Knowledge of the environment and climate change policy context at a national, regional and local level is also needed. You’ll need strong conceptual and analytical skills, able to review information and determine the best approach, and have experience in experimental methods and their real-world application.

You’ll have a clear commitment to creating a fairer, greener, healthier West Midlands with examples of how you have put this commitment into action and an understanding of relevant policy agendas and their significance.

About the team

In June 2019, the WMCA declared a climate emergency and set a 2041 zero-carbon. In March 2021, we had published our first Five Year Plan setting out our priorities for decarbonising the region. The West Midlands Combined Authority’s Environment Team, which forms part of the Public Service Reform Directorate, is leading the delivery of the directorate’s work on environment and climate change with the aim to create a fairer, greener West Midlands.

We are a relatively new, but dynamic and growing team with an increasingly high-profile role at the WMCA and amongst regional stakeholders. Almost all our programme is delivered in partnership and you will be working in a fast-paced environment alongside other directorates at the WMCA and with external partners. The Team is also frequently called upon to go and speak at meetings and events; this has become a key route to disseminate our work and build new partnerships for delivery.

Additional information

Throughout lockdown, most of us have been working remotely and as we begin to look forward to leading a more normal life, we’re planning a new approach to the way we use our office space. We want to develop a flexible approach to the workplace which retains some of the benefits of working from home. This hybrid approach will mean most of us working from home some of the time, blending the best of home and office working.

We are committed to developing an organisation that is representative of the diverse communities that we serve and welcome applications from all sections of the community. The following groups are currently underrepresented: young people, Black, Asian and ethnic minority groups and women at senior levels.

We are a Disability Confident Employer and offer a guaranteed interview scheme for applicants who meet the essential job role criteria. We will make reasonable adjustments, in line with the Equality Act, for disabled applicants if these are needed. Wherever possible we will offer flexible working options which assist work-life balance.

We’re dedicated to providing a broad range of rewards and benefits and constantly benchmark our benefits packages to ensure they are attractive for all our people. As well as a competitive salary, employees also receive 27 days annual leave (plus bank holidays) and access to a great pension scheme.
