MHCLG are leading the biggest transformation of the planning system in decades, delivering long-lasting policy reform that has a real impact on people’s lives, providing high-quality, sustainable homes that communities need.

We are delivering on the Planning for the Future White Paper, making the most radical reform of the planning system in a generation. Our proposed reforms will streamline and modernise the planning process, bring a new focus to design and sustainability, improve the system of developer contributions and ensure more land is available for development where it is needed and is a domestic top government priority.

Key aspects of the reforms include new arrangements for plan-making and granting development consents, a new infrastructure levy, new processes for assessing environmental impacts and opportunities, and a framework for enabling full digitisation of the planning process. The changes are intended to deliver greater speed and certainty, more effective community engagement, and a system that facilitates more land where it is needed, better quality development and improved environmental outcomes.

The successful will be responsible for managing and controlling governance activities across the programme to enable effective management and decision making. This includes:-

Lead on planning activity and work with the project to support delivery of the overall programme plan and agile sprint workstreams. Support capability building and the use of best practice in planning and reporting. Provide expert advice for team members and project community.

Challenge and test project assumptions to ensure that plans are realistic and achievable. Develop of breakdown structures, quality criteria, product descriptions and monitoring strategy. Support the project manager to identify options to optimise delivery through resource smoothing, resource levelling and rescheduling of activities.

Manage the planning process and identify, develop and deploy of planning resources. Identify and plan for wider resource requirements for the programme.

Ensure that stakeholder responsibilities and needs are understood and addressed in planning/reporting arrangements.

Monitor and analyse information, reporting progress, slippage and highlighting areas of risk and opportunity.

Provide expert advice on planning processes throughout the lifecycle of the programme.
