Commissioning Manager (Complex LD/ Joint Commissioning Team)

Fixed Term for 1 year (For existing employees this opportunity is being offered as a secondment, subject to eligibility criteria)

Due to the secondment of the substantive post holder, Adults Social Care Commissioning are looking to recruit a GR6 commissioning manager for adults with complex learning disability for a fixed term period. The commissioner we are looking for will need to be able to understand national policy and work collaboratively with NHS and partner organisations and be able to identify allies and partnerships across a range of provider landscapes. They will need to be innovative and creative and have a knack for problem solving, with strong negotiation, mediation and conflict resolution skills. 

The role will involve working closely with the CCG within the Joint commissioning Team and having responsibility for : • Staff management (GR5 , GR4) • Provider Management and quality assurance • Market shaping • Development of Learning Disabilities Strategy • Development and implementation of LD Housing strategy • Contribute to the development and implementation of the Birmingham Transforming Care agenda • Development of transition services for younger adults with complex learning disability • Development of services for older adults with complex learning disability Local authorities need to ensure care services are available to meet growing demand and that there is sustainable provision in the longer term. This involves developing new collaborative relationships with providers, that go beyond straight contracting and procurement, that consider how to support continuous improvement in provision whilst also encouraging innovation in the care market. 

This requires someone that is keen to build on their existing knowledge and to develop new skills and seek new intelligence. If you are the right person, you will be eager to implement a whole system approach to market shaping with equal emphasis on what services citizens require and where will these be best delivered to promote well-being. 

Essential to this role are skills in analysis including data and finance. As a commissioner you should be able to identify and mitigate risks with a commitment to quality assurance and monitoring mechanisms. You will have empathy for the rights and wellbeing of the local population and be able to articulate your decisions in a way that is fair, transparent and proportional. This requires the ability to communicate at the level, pace and understanding of the audience, both verbally and in writing. Essential to your role will be the ability to implement co-production, keeping citizens at the heart of everything you do – listening and truly hearing what is being said, proactively seeking participation from communities who experience the greatest inequalities and poorest health and care outcomes.
