Programme Delivery Lead
Transport for West Midlands, the transport arm of the West Midlands Combined Authority, is investing £5 billion up to 2026 to improve public transport across the region. This includes things like bus lanes, stations and roads as well as transport infrastructure.
We're developing a world-class transport system and are looking for a Programme Manager/Programme Lead to help us do this. The role joins the Swift Team and takes responsibility for the successful delivery of a £multi-million portfolio of projects.
What will you be doing?
- Provide programme management in the development and delivery of the multi-disciplinary Swift programme
- Oversee delivery of all Swift related projects
- Provide input to internal and external project/programme monitoring processes
- Support in determining the strategic direction of the Swift Programme function
- Manage and allocate cross-functional resources and ensure the programme team is focused and motivated
- Work with the Programme Sponsor on the programme development and create a vision of what success looks like
- Work with stakeholders and delivery partners to ensure commitments are met and expectations are exceeded
- Manage the programme budget
- Work with Data Innovation Team on intelligent real-time programme management reporting
- Lead and manage procurement activities in conjunction with the procurement team
- Prepare reports for senior management, elected members, WMCA committees and TfWM Programme Boards
We’re looking for someone who can demonstrate successfully delivering a portfolio of projects with and through a team of people, including SMEs. Swift is a smart ticketing scheme to pay for public transport in the West Midlands and so naturally, the majority of projects delivered will have a technology element to them. However, we’re not necessarily looking for someone who has a technology background. What’s important is your ability to identify and work with the right subject matter expert to deliver what is required. Our ideal candidate will have the following:
- Track record of delivering complex programmes to time and budget
- Ability to effectively manage/oversee multiple project/programmes
- Understanding of proactive risk management and identifying and mitigating project risks
- Skilled at managing big budgets and robust cost forecasts
- Capable of producing accurate and cohesive reports
- Skilled at developing detailed project/programme plans
About the team
We want the West Midlands to have a world-class transport system that is clean, safe, affordable and accessible for all. To make this happen, we’re investing £5 billion in nearly 200 transport projects. We are working on transport infrastructure and our bus, rail and tram projects will help encourage people to use public transport instead of driving.
Swift is our smartcard for public transport, providing a cashless way to pay for public transport on all buses, trains and trams across the West Midlands. The team is always looking for innovative ways to increase, even further, the simplicity of obtaining and using Swift. We work with worldwide partners, including Google, in a UK first, to embed Swift tickets within Google Pay. Increasingly customers are looking for a seamless transport solution and Swift is already piloting acceptance for parking, bike hire, taxis and even access to leisure centres. These solutions will be rolled out even further in the future and will help ensure that public transport is increasingly seen as the optimum customer choice.
