Public Health is an integral part of this vision, responsible for developing the Council into a local authority which actively promotes population health and enables all Birmingham citizens to make healthier choices. This will be achieved through the continual championing of the health and wellbeing of all people across the city, but especially the most vulnerable.

This Grade 5 (GR5) Senior Engagement Officer within the Public Health Division Test and Trace Communications and Engagement team will reflect the requirements of the wide Test & Trace Team and wider Public Health Division. The GR5 Senior Engagement Officer will be required to deliver on a selection of the key responsibilities listed within this job description.

This Fixed Term Contract position will be within the Test and Trace team leading a strand of the team working on communications and engagement, specifically partnership engagement, as part of the local response to the Covid-19 pandemic. The team leads on community engagement, community involvement, effective communication and partnerships with communities, use of digital and traditional communication tools and media related to Covid-19 and the local outbreak response. The role will also work across any related health and wider determinants requirements including adhoc requests from external and internal stakeholders. The team is key in developing and delivering the local outbreak management plan and ensuring that public health is offering timely and accurate advice, guidance and appropriate support across the city’s diverse communities in an effective fashion using multiple channels and methods of communication. The team will work closely with the wider test and trace function supporting rapid outbreak response on communication and engagement as well as longer term community engagement and good partnership working across Birmingham’s stakeholder organisations. The team will be involved in many aspects of Birmingham City Council delivering matrix working with internal departments and the wider Public Health Division.

A key aspect of this role is to promote public health priorities using community involvement and empowerment methods to encourage a wide variety of local residents to get involved and have their say. The role will facilitate the community engagement Test and Trace Communications and Engagement team function by increasing the membership of our COVID-19 community champions programme and other grassroots groups across the city including faith groups. The role will create meaningful opportunities to reach out and engage with local people, particularly hard to reach and seldom heard groups using a variety of methods. You will be a skilled communicator, comfortable networking and engaging with a diverse range of local residents and members of the public. Working as part of a small team, you will be involved in many aspects of the organisation. You’ll need to be flexible, with a ‘can do’ attitude to meet the constantly evolving needs of the team as it develops in the new phase of its journey. Assist in the development of a framework for the strategic engagement and involvement of a wide range of communities. Build positive, constructive professional relationships with communities and other partners in order to understand their needs and expectations of engagement and co-production. To take a pragmatic and solution-focused approach to progressing work related to communication and engagement. To facilitate discussions with community groups, partner agencies and relevant services to seek feedback and input for a range of workstreams.

 

Key Responsibilities

  • Demonstrable experience and proven success of engaging and involving service users and a range of professionals in activity to inform service and policy development and/or production
  • Create, copy and produce materials, delivering this information to specific, targeted audiences, using the most appropriate channels.
  • Create engaging and up-to-date digital media content across all social media channels, including web content, Twitter and Facebook.
  • Design reports, presentations and stationary templates for the Public health service, making sure all materials keep to the Public health brand guidelines.
  • Experience of facilitating challenging and difficult discussions, ensuring they deliver tangible outcomes.
  • An understanding of the principles of co-production
  • Create regular newsletters and e-bulletins, circulating these to key stakeholders to support engagement.
  • Carry out any other tasks needed for the service to run smoothly, as directed by the Public health Manager.
