Planning Support – Underpinning Planning Services for Malvern Hills and Wychavon District Councils.

We share a Chief Executive/Managing Director and a joint management team with Malvern Hills District Council.  Whilst they retain their own political structures and distinct identities, the joint management structure allows us to maximise the opportunity to deliver a wide range of good value services to our customers and communities, and operate and develop shared services and partnership arrangements with each other and with other councils.

The Planning Support department is an integral part of Planning Services delivered by the Councils to our communities. These are exciting times for the councils as we have strong growth agendas to create homes, jobs and improved spaces within our districts and Planning Support are playing an active role in that agenda with the new role of:

Monitoring Officer, Planning Support
Part time 18.5 Hrs per week.
2 years Fixed Term Contract
£22,183 – £24,491 per annum pro rata

Do you have an eye for detail and a flair for creating new processes and systems? Do you see the value in numbers and data? If so, this many be the role for you.

This role will play a significant role in ensuring the right infrastructure is secured and delivered in connection with new development for our Planning Support Department.

We are looking for someone who will dive in to reviewing our existing systems, develop and manage current joint systems for the recording, collection, and monitoring, of the Councils’ community infrastructure levy revenue. Another key element of the role is taking action against non-payment and/or compliance.

We are looking for someone to undertake a full end to end review of the internal process and develop and manage joint systems for the administration, recording, collection, monitoring and reporting of Community Infrastructure Levy, including developing relevant standard operating procedures, protocols and guidance. Previous work relating to Community Infrastructure levy is not required for this role, but an attention to detail and ability to develop processes is.

An ability to create, update and maintain computer records is essential along with calculating and raising invoices for the payment.

Other key skills that would see you exceed in this role are the ability to liaise with clients at all levels as well as an analytical approach to managing information. 

Skills and Experience that would support you in this role are:

  • Experience of providing technical advice to local authorities, other relevant organisations or development interests.
  • Experience of systems review, developing standard operating procedures/protocols
  • Experience of dealing with customers and handling
  • 2 A-levels or equivalent qualifications or level of experience
  • Strong IT skills including MS Word, Excel, PowerPoint, Internet and email
  • Investigative, methodical and accurate approach to work
  • Strong organisational skills
  • Creative, innovative and proactive approach to recognising and solving problems.
  • Excellent communication skills.
  • Fully mobile: Access to own vehicle and travel to sites and meetings across both Districts.
  • Ability to attend Occasional attendance at council and other meetings outside of normal office hours.
