Job Details

The Assurance & Appraisal team sits within the Investment & Commercial Activities arm of the Finance and Business Hub directorate and supports senior leaders and the WMCA Board in the provision of independent assurance and appraisal activity. The team works collaboratively with project and programme teams across all directorates to support the interrogation and development of robust Business Cases. By doing so, we help to ensure sound decisions are made and support the successful delivery of projects.

This senior management role leads the Programme Centre of Excellence Team to ensure that Single Assurance Framework (SAF) controls, standards and disciplines are fully embedded across programme portfolios. The Programme Centre of Excellence team will support the Head of Programme Assurance & Appraisal in the operation and coordination of SAF Business Case reviews aligned to WMCA governance arrangements.

What will you be doing?

  • Ensure the identification, implementation and maintenance of SAF documentation standards and controls (Business Case templates, guidance material and Single Assurance Framework)
  • Ensure the identification, implementation and maintenance of WMCA Programme Management standards aligned to WMCA’s Single Assurance Framework such as the Change Request process
  • Lead in the development and maintenance of the CA Activity Register & Forward Plan, ensuring this single source of data for all WMCA Project Portfolios is maintained and is accurate to support scheduling of Business Case reviews, Change Request reviews and for planning purposes
  • Lead in liaising with all WMCA Directorates to develop and maintain project portfolio pipelines synchronised with CA Activity Register & Forward Plan
  • Lead in providing Centre of Excellence support to the senior members of the various programme teams to ensure that they fully understand WMCA’s Single Assurance Framework (SAF) standards, requirements, assurance process and the necessary requirements needed for Business Case consideration and approvals
  • Lead in the development and maintenance of all Assurance & Appraisal team systems such as SharePoint, Intranet, document management systems and any external portals to support accessibility of SAF information and data by internal and external SAF stakeholders

About you

We’re looking for someone with extensive knowledge of the HM Treasury Green Book / Five Business Case Model with experience of appraising public sector projects. Ideally you will have specific experience of appraising land & property projects and/or transport infrastructure projects. We’re looking for someone who has good knowledge of project management tools and methodologies with extensive experience using relevant project management systems.

Prior experience in the development of controls and standards and the implementation of best practice, as well as an ability to plan and co-ordinate multiple activities simultaneously, is needed.

The role leads the management and development of the Programme Centre of Excellence team and so strong leadership skills are a very distinct advantage.
